Sub: Ineligibility of the Municipal Councillor of the Ward No. 34, Baranagar Municipality
Dear Mr. Das,
This is to inform you that Shri Sisir Bhattacharya, Councillor, Ward no. 34, Baranagar Municipality, is engaged in an occupation in the Peerless Milan Tirtha Old Age Home (4, MN Chowdhury St, Kutighat, Baranagar, Kolkata- 700036). It goes against the II (k) rule (in the attached document: “Eligibility and Ineligibility for candidature to the Municipal General and Bye Elections”) as laid down by the Honourable West Bengal State Election Commission.

Furthermore, it has come to our knowledge that since the Peerless job of Sri Bhattacharya is a night duty, he cannot concentrate on the various problems of the locality, e.g., the miserable condition of Jay Narayan Banerjee Lane; rampant illegal constructions; celebrating puja by blocking roads in front of the Municipal office as well as in Kali Prasanna Nyayaratna Lane; cutting trees without permission from the concerned authority and other grievances of the inhabitants of the ward. We have documented some of these maladies:

Moreover, as he is engaged in night duty, his psychosomatic condition has crossed the tolerance level of others, who are interacting with him. It is observed that his ungentlemanly behaviour, a form of personality disorder, is the result of his dysfunctional biological clock. All these medical conjectures, or rather, amateurish comments of ours could be checked by a professional psychoanalyst as well as a psychiatrist. So, one can deploy rule II (g) from the annexed document in this context.

After the night duty, he also sells a party-based newspaper, Ganashakti.
Therefore, we question the eligibility of Sri Bhattacharya due to the above-mentioned reasons. If the ‘right to recall’ would have been a rule, we must demand his expulsion from the post of Municipal councillor.

We have got a forwarded letter from the District Magistrate, North 24 Parganas, addressed to the Sub-Divisional Officer, Barrackpore. The letter has also been forwarded to the other concerned authorities as can be seen below.
